MOSCOW (Reuters) - Russia's deputy prime minister vowed Thursday to punish "sleepy" security officials after bloggers posted dozens of photos of an apparently unguarded strategic military rocket motor factory near Moscow.
Blogger Lana Sator said she and friends met not a soul, much less any security guards, as they roamed around state rocket-maker Energomash's plant, snapping pictures, on five separate night-time excursions in recent months.
She posted almost 100 pictures of decrepit-looking hardware from inside a rusted engine-fuel testing tower, the plant's control room and even its roof at lana-sator.livejournal.com
Russian media cited a senior space agency official, speaking anonymously, who described the breach as a shock of the same scale as German pilot Mathias Rust's brazen Cessna flight under Soviet radar to land on Red Square in 1987.
"It showed a complete inability to protect anything whatsoever," the official told Izvestia. Space agency Roskosmos declined comment on the incident when reached by Reuters.
Deputy Prime Minister Dmitry Rogozin said the security failure was "unacceptable," warning in a televised meeting with Roskosmos chief Vladimir Popovkin that "sleepy cats" who failed to maintain security at strategic defense sites face punishment.
Rogozin, Moscow's former NATO envoy appointed to oversee the defense and space sectors this month, also criticised Roskosmos for a string of recent botched launches.
"We must take urgent steps to restore order in this sphere," he said, ordering Roskosmos to present a report explaining the underlining causes of the failures by the end of January.
Last week, a Russian communications satellite crashed, adding to a string of humiliating launch failures that marred this year's celebrations of 50 years since Yuri Gagarin's first human space flight.
What was to be post-Soviet Russia's debut interplanetary mission to Mars's moon last month was stuck in orbit.
In August, the crash of an unmanned cargo craft cast doubt over Moscow's ability to guarantee International Space Station operations, while the loss of a $265-million communication satellite hurt its commercial launch record.
Monday, Russia also delayed by 25 days a launch for European satellite giant SES, citing technical glitches.

CAIRO ? Egypt's ousted leader Hosni Mubarak has been brought back into a Cairo's courtroom for the resumption of his trial after a three months' break.
Mubarak is charged with complicity in the deaths of nearly 840 protesters in the crackdown against a popular uprising, which ended with his ouster on Feb. 11. He could face the death penalty if convicted.
Egyptian TV showed footage of the 83-year-old Mubarak, covered by a green blanket and lying on a hospital gurney. He was brought from a helicopter and taken to an ambulance for a short ride to the court house Wednesday .
Mubarak has been under arrest in a hospital since April.
The trial's last hearing was in September when the head of the military council, which took power after Mubarak's ouster, testified in a closed-door session.

BERLIN (AP) ? James Rizzi, a New York-born and based pop artist best known for his playful and childlike three-dimensional sculptures, has died. He was 61.
Rizzi's managers, Art 28 GmbH & Co. KG, based in Stuttgart, Germany, said in a statement on its website that the artist died peacefully at his studio in New York's SoHo district on Monday. They gave no cause of death.
Rizzi was born in Brooklyn and studied art at the University of Florida. He returned to New York in 1974 and first made his name as a street artist.
He became known for his bright, cartoon-like drawings and 3-D constructions. In 1996 Lufthansa commissioned him to decorate a jet with pastel stars, birds and travelers.
Rizzi developed a large international following, especially in Germany. Last year a school in Duisburg was named for him.

LOS ANGELES -- A reality show producer charged with murdering his wife during a Mexican vacation is dropping his extradition fight and will stand trial in Cancun, his lawyer said Tuesday.
Bruce Beresford-Redman's attorney said the onetime "Survivor" producer has decided not to appeal a Los Angeles federal court ruling upholding his extradition to Mexico.
"He feels he is not going to prevail on appeal and he'd like to get moving on proving his innocence," said attorney Richard Hirsch.
He said the producer could be sent to Mexico within 60 days following review of the extradition request by Secretary of State Hillary Rodham Clinton. Beresford-Redman, 40, is being held in a Los Angeles federal prison.
Monica Beresford Redman, 42, disappeared from a Cancun resort where the couple was vacationing with their two children last year. Her body was found stuffed in a sewer cistern.
"He is innocent and it is his hope that the court in Mexico will assure that he receives a fair trial in which, he is confident, he will be exonerated," Hirsch said.
The family of Monica Beresford-Redman has said the couple went to Cancun to try to save their marriage. They claim Bruce Beresford-Redman, who is also the co-creator of the series "Pimp My Ride," was having a long-term affair with another woman. His wife, originally from Brazil, owned and operated a restaurant in Los Angeles.
U.S. District Judge Philip S. Gutierrez upheld an extradition order earlier this month, saying that there are many pages of competent evidence supporting prosecution claims that the producer killed his wife.
"All of this evidence points to homicide committed by the fugitive," said the judge's ruling.
Prosecutors presented statements from hotel guests who said they heard loud arguing and cries of distress coming from the couple's room on the night Monica Beresford-Redman went missing.
The producer's attorneys have claimed the noises came from Beresford-Redman and his children playing loud games throughout the night. They introduced statements from the couple's 6-year-old daughter to corroborate the claim, but judges who have reviewed the case were not swayed.
Beresford-Redman had been ordered to stay in Mexico after his wife's body was found but he left and returned to his home in Los Angeles. He voluntarily surrendered to U.S. authorities after a warrant was issued in Mexico for his arrest.
Hirsch said that Beresford-Redman's family has been in contact with a Mexican lawyer who will represent him at trial. Mexican courts do not have juries and the producer will be tried by the same judge who issued the warrant for his arrest, Hirsch said.
If he is convicted of aggravated homicide in Mexico, he faces 12 to 30 years in a Mexican prison.
His two small children have been placed in the custody of Beresford-Redman's parents with visitation by their mother's sisters.

I didn't get a chance to see a lot of Saturday's game between the Steelers and Rams because of work (I plan on watching a replay of it tonight), but when it was 13-0 in the 4th quarter, all I could think about was how crappy it must have been to be a Rams fan watching that game. Even the Rams fan from the NFL commercial who painted his face and wore that fright wig must of had a difficult time sitting through that game. Not only were the Rams 2-12 going into Saturday's contest, but there was little to nothing to cheer about during that game. Even a spectacular blow-out loss would have been preferable to the way the Steelers methodically did away with St. Louis on Christmas Eve.
It made me appreciate being a Steelers fan even more, because like Maryrose has said on numerous occasions, the Steelers haven't played a game when they were out of playoff contention since December 31st, 2006. When you think about that, it's pretty remarkable.
It's almost hard to imagine watching a game with nothing really to play for. Even one of those end-of-season games where your team has everything wrapped up and is just resting its key starters for the postseason is at least a little enjoyable to watch because of the playoffs being on the horizon.
Speaking of playoffs on the horizon, the Steelers still have a shot at the AFC North crown and a bye as we head to the finish line.
Heading into this past weekend's action, the Steelers needed losses by the Ravens and Texans in-order to gain the upper hand in both the AFC North and the race to the bye in the first round of the playoffs provided they took care of business against St. Louis. Unfortunately, like the Steelers, the Ravens and Texans were playing two teams that were out of contention a long time ago. Surprisingly, however, the Texans lost to the 1-13 Colts on Thursday night, and even though the Browns couldn't knock off the Ravens on Saturday, at least the Steelers inched a little closer to a possible bye.
If you ask me, the prospects for a bye are looking a lot better today.
The Steelers may not control all of their playoff destiny, but the Cincinnati Bengals certainly do after they defeated the Cardinals on Saturday and the Jets lost at "home" to the Giants.
Before this past weekend, the Bengals and Jets had identical 8-6 records, but the Jets held the tiebreaker over Cincy. Now, at 9-6, Cincinnati only needs to defeat Baltimore at home in-order to clinch the final playoff spot in the AFC.
We'll get to see who is a more desperate football team on Sunday: A Bengals team with their playoff lives on the line or a Ravens team with a chance to earn their first division title since 2006 and the bye that would accompany it. One might automatically assume that the Bengals would be the more desperate of the two, but the Ravens are only 3-4 on the road this year and would fall from the 2nd seed, a bye and at least one home playoff game, all the way down to the 5th spot and road games throughout the postseason if they can't win their division. Also, Baltimore went 8-0 at home this year and may have the best homefield advantage in the AFC right now. Besides that, Ray Lewis and Company are a prideful bunch, and the last thing they'd want to see happen is the Steelers celebrating another AFC North crown after losing to the Ravens twice this year.
And I wouldn't put it past the Bengals to choke. The last time the Bengals were in this exact situation, it was that same day the Steelers played their last game out of playoff contention--December 31st, 2006--and Pittsburgh knocked off the Bengals in overtime, and Cincinnati missed the playoffs.
If the Bengals were to win, it would only help the Steelers if they won their last game in Cleveland.
I'm not too worried about that part of the equation. I know a lot of Steelers fans are going to be concerned with the Browns wanting to cripple Pittsburgh's Super Bowl chances, but the fans were worried about the exact same thing last year when Pittsburgh had to travel to Cleveland for the final week with a division title and bye on the line. But the Browns must have been more interested in their offseason plans than sabotaging the Steelers season, because Pittsburgh made short work of the Brownies, 41-9.
I see the same thing happening this year. Maybe not a 41-9 win (still a question as to whether or not Ben Roethlisberger will play in the final week), but I don't see this veteran Super Bowl team letting the Browns stand in the way of them and a possible better playoff seed.
My brother informed me last night that the NFL moved the Steelers/Browns game to 4:15. I was hoping the Bengals/Ravens game would be at 1pm so Mike Tomlin could know his team's fate before the game and act accordingly, but he won't get that luxury since that game will also be played at 4:15.
In any event, I'd say the Steelers are still very much in the mix for a bye as we head to the regular season finale

WASHINGTON ? The Obama administration's cautious response to the death of North Korean dictator Kim Jong Il reflects unease and uncertainty about the leadership transition in the reclusive country that has confounded U.S. presidents since Harry S. Truman.
For the past 60 years, the "hermit kingdom" has vexed the United States and its allies with war, nuclear tests, missile launches, belligerence and bellicose bombast. But since he took office, President Barack Obama has had to deal with the country at perhaps its most secretive point: an unclear succession at the very top at a time of deep concern about the stability of the regime.
Thus, the administration's carefully worded public messages have underscored the administration's desire for better relations with the autocratic nation and its concern about the welfare of the North Korean people. They are also gentle reminders that Washington expects Pyongyang to follow through on denuclearization pledges and improve ties with its neighbors, particularly South Korea.
The kid gloves treatment accorded to the North's youthful new leader, Kim's twenty-something son Kim Jong Un, has attracted criticism from some who see this is a moment to make a forceful case for dramatic reform and regime change.
But without solid intelligence of the opaque transition process and fearful of misunderstandings that could lead to provocations with the notoriously erratic North, U.S. officials concluded that the best course is to say little, wait and watch.
Indeed, the administration's initial reactions to Kim's death have contained little substance at all and were couched in niceties.
"All I can say is that we're monitoring the situation closely," White House press secretary Jay Carney said on Wednesday as North Korean state media broadcast pictures of wailing mourners, apparently overcome with grief. "Kim Jong Il had designated Kim Jong Un as his official successor, and at this time we have no indication that that has changed."
Carney added: "We hope that the new North Korean leadership will take the steps necessary to support peace, prosperity and a better future for the North Korean people, including through acting on its commitments to denuclearization."
Those comments echoed words from Secretary of State Hillary Rodham Clinton. On Monday, more than 16 hours after Kim's death was announced, she was the first senior U.S. official to comment publicly on the developments. In intentionally vague comments, she called for "a peaceful and stable transition in North Korea" and expressed hope that it would not affect "regional peace and stability."
Ironically, it was Clinton who first stirred the pot about a possible succession crisis in North Korea.
Nearly three years ago, on her first trip to Asia as secretary of state, she stunned diplomatic circles with a frank appraisal of U.S. concerns amid rampant speculation about the health of Kim Jong Il, who had suffered a stroke in 2008, and his choice of a successor.
"If there is a succession, even if it's a peaceful succession, that creates more uncertainty and it also may encourage behaviors that are even more provocative as a way to consolidate power within the society," Clinton told reporters on her way to South Korea on Feb. 20, 2009.
Her remarks on a previously taboo subject sparked great debate. In Seoul the next day, she expressed surprise at the uproar, noting that reports of Kim choosing his youngest son Kim Jung Un to succeed him had "been in the news for months."
"I don't think that it's a forbidden subject to talk about succession in the hermit kingdom," Clinton said. "In fact, it seems to me it's got to be factored into any policy review that one is undertaking. ... I think it would be irresponsible for it not to be factored into what you were thinking about."
That same month, U.S. diplomats were scrambling to collect any information they could about Kim Jong Un from South Korean, Chinese and Japanese officials and experts, according to leaked State Department cables published by WikiLeaks.
Unfortunately for the Americans, their interlocutors had sharply divided opinions, according to the cables. Some predicted the North Korean regime would collapse politically within two to three years of Kim Jong Il's death. Others foresaw a power struggle between the young and untested Kim Jong Un and rivals in the elite but differed over who would prevail. Others believed there would be little change.
One apparent area of convergence, however, was that most South Korean experts believed the challenge for the younger Kim would come after his father's death.
Thus, as North Korea's transition is under way, the lack of clarity has put U.S. policy on hold.
Before Kim's passing, the administration had been expected this week to announce the resumption in food aid to North Korea and a potential bilateral meeting on nuclear disarmament. Although the State Department said there had been brief exchange with North Korean officials in New York on Monday, both initiatives are now in flux pending the end of the North's mourning period.
The administration says it is respecting that mourning period by understanding that North Korean officials will not be available for discussions. Yet it has steadfastly refused to express any sympathy for the death of Kim, whose Stalinist regime is accused of having one of the worst, if not the worst, human rights records in the world.
While showering the late Czech democracy leader Vaclev Havel with effusive eulogies, American officials have refused to even utter the word "condolence" in relation to Kim.
"With regard to the C-word," State Department spokeswoman Victoria Nuland said Tuesday, "I think we didn't consider it appropriate in this case."

Alfredo Velasco, a local civil rights leader who helped improve the lives of thousands in San Diego County?s Latino community, died of prostrate cancer at a Carlsbad nursing home Dec. 16. He was 66.
Dr. Velasco, whose posts included board chairman of the Chicano Federation and executive director of the Sherman Heights Community Center, taught Chicano studies at San Diego State University and authored a groundbreaking 1976 study for San Diego County that showed taxes undocumented immigrants were paying far exceeded the cost of services they were receiving.
?It was a significant finding,? said longtime friend Mateo Camarillo, who also has spent decades working on behalf of the local Latino community. ?It showed that even though they had less education and were earning lower wages, immigrants were net contributors.?
Dr. Velasco continued to work as a consultant until shortly before his death, and he was a principal researcher on a federally-funded study looking at the correlation between drug use in the Latino community and the spread of AIDS.
?He spent his life trying to make life better for a whole lot of people,? said his first wife, Victoria Velasco, who lives in El Cajon.
Friends say Dr. Velasco became a committed leader upon his return from a three-year Peace Corps stint in Guatemala during the 1960s. Dr. Velasco was instrumental in bringing electricity and creating a water delivery system in the squatter settlements of Esquinta.
?He saw how much one person could accomplish,? Victoria Velasco said. ?His Peace Corps work changed his life and helped give him the impetus to change the lives of those in the Latino community here.?
Alfredo Frank Velasco Arce was born Dec. 29, 1944 in Calexico. He moved to Chula Vista to live with an aunt and attend Southwestern College upon graduating from Calexico Union High School. He then left for the Peace Corps in 1967.
?It was a powerful experience,? said Dr. Velasco?s lifelong best friend, Harry Polkinhorn. ?He wasn?t bringing electricity and water to places when he returned, but he was doing organizing and working on behalf of the Latino community here.?
Dr. Velasco earned his undergraduate degree from San Diego State University and a doctorate in human behavior from United States International University. His academic background enabled him to work on research projects that benefited the Latino community.
?He was dedicated to research and using that research to helping the invisible people, making sure they had a voice in the community,? said Irma Castro, a program director at Casa Familiar in San Ysidro who worked with Dr. Velasco at the Chicano Federation.
?He was a leading Latino scholar actively involved in community development and social science research,? said Polkinhorn.
Those who knew him said that despite his advanced education, Dr. Velasco had a gift that enabled him to connect with anyone.
?He had an earthiness and wit and comfort with people, all kinds of people,? said ex-wife Sharon Morrison, who was married to him for 15 years and remained a business partner and close friend after their divorce. ?He could talk to anybody about anything. I would watch him with awe talking with people about something I might consider to be so meaningless, and he would have this great conversation.?

"As of now, we are canceling bilateral level political, economic and military activities," Mr. Erdogan said. "We are suspending all kinds of political consultations with France" and "bilateral military cooperation, joint maneuvers are canceled as of now," he added.
Erdogan said that he will annul any permissions given to French military vessels to dock at Turkish ports and would consider on a case-by-case basis requests for military overflights and landings. ?The Turkish prime minister said that?"This decision is cause for concern not only for France where there are efforts to make gains through enmity toward Turks and Turkey, and in general terms, through Islamophobia, but also for Europe and principles defended by Europe."
The French bill requires a prison term of up to one year and a fine of $58,000 (45,000 euros) to anyone who publicly denies the mass killings of the Armenians during World War I.? In 2001, France officially recognized the ?Armenian genocide? but a subsequent parliamentary effort to criminalize it was dropped by the Senate.
"It is important, in the current context, that we keep the paths of dialogue and cooperation open," French Foreign Minister Alain Juppe said in a statement.
