Snowstorm tests resolve of Wall St protesters (Reuters)

NEW YORK (Reuters) ? A rare October snowstorm tested the resolve of anti-Wall Street protesters camped out in a New York park on Saturday, as police arrested demonstrators in Denver and evicted others from a Nashville plaza.

In Washington, demonstrators marched in sleet to the Treasury to urge higher taxes on the financial sector, beating a drum and chanting "Banks got bailed out, we got sold out!"

Buffeted by strong winds, protesters hunkered down in snow-covered tents in Zuccotti Park in Lower Manhattan, where the Occupy Wall Street movement against economic inequality first set up camp six weeks ago, sparking dozens of similar occupations in city parks across the United States.

A day after New York authorities confiscated their generators, hundreds of protesters struggled to stay warm and dry after more than an inch of snow fell in the city with temperatures forecast to drop to freezing overnight.

"We knew this would be tough. We didn't start this as a sort of summer of love, it's the winter of discontent," said Alan Collinge, 41, from Seattle, poking his head out a tent.

He estimated one in five protesters in the park had left due to the unusually early storm, but added, "They'll be back, we're not going anywhere."

On Friday, the New York Fire Department took away six generators and fuel that had been powering heat, computers and a kitchen at the camp because they were considered a safety hazard, a move that Mayor Michael Bloomberg said was not a bid to remove the protesters.

But recent evictions of demonstrators in places like Oakland, California, where police used tear gas and stun grenades, and Atlanta, have the protest movement on edge.

In Nashville, state troopers swept through a makeshift camp in Legislative Plaza for a second night on Saturday to enforce a curfew and 26 people were taken into custody for refusing to leave. They were given misdemeanor citations for trespassing.

Judicial authorities have told police there are no grounds to charge the protesters and have also questioned the legality of the 10 p.m curfew used to clear the plaza.

In Denver, 20 economic protesters were arrested trying to occupy the steps of the state capitol building, police said.

About 2,000 demonstrators marched peacefully through Denver as they have for the past several Saturdays, but the situation heated up when some of them entered the capitol grounds and riot police fired pepper balls and mace into the crowd.

PEACEFUL PROTESTS

Protesters say they are upset that the billions of dollars in bank bailouts doled out during the recession allowed banks to resume earning huge profits while average Americans have had no relief from high unemployment and job insecurity.

They also believe the richest 1 percent of Americans do not pay their fair share in taxes.

Occupy Arrests, a Twitter feed compiling arrests related to Occupy Wall Street, said about 2,800 people have been arrested worldwide, including about 1,000 in New York City, since the movement began five weeks ago.

The demonstrations have been largely peaceful, but turned violent on Tuesday in Oakland, where former U.S. Marine Scott Olsen was badly injured in clashes with police who fired tear gas canisters at demonstrators.

Unlike protesters elsewhere, who rallied in city parks which typically have a curfew at night, those in New York set up camp in a privately-owned park open to the public 24 hours a day and cannot be removed unless the owner, Brookfield Office Properties, officially complains to the city.

Justin Stone-Diaz, 38, a spokesman for the Occupy Wall Street movement in New York, which prides itself on not having a leader, said that up to 3,000 people visited the camp during the day and up to 400 people were sleeping there at night.

"Once the real snow begins in a few weeks you will see we will contract a bit but we're prepared to stay here for the full winter," he said.

A small brass band marched through the New York park playing music as protesters covered their shoes with plastic bags, wrapped themselves in space blankets and huddled together in mainly donated tents.

"There's a lot of people out there with no roof over their heads, nowhere to sleep, the constant fear of getting sick or hurt because you will go bankrupt, and then there are other people with multiple houses, multiples cars and it just doesn't work," said Eric Larson, an electronics assembler who walked through the park handing out hats, gloves and ponchos.

"Having people here is a reminder that there's a big disparity in this country," he said.

A Samsung no se le termina la cuerda ni a la de tres. En esta ocasi?n la compa??a anuncia dos nuevos dispositivos que llegar?n a China bajo los nombres de Samsung SCH-i929 y Samsung SCH-W999.

El Samsung SCH-i929 tiene unas caracter?sticas similares a las del Samsung Galaxy S II LTE, y est? disponible con la operadora China Telecom, que tambi?n se encarga de la distribuci?n del Samsung SCH-W999.

En cuanto al Samsung SCH-i929, tiene procesador de doble n?cleo Snapdragon a velocidad de 1.5GHz, con pantalla Super AMOLED de 4.5 pulgadas y c?mara de 8 megap?xeles.

La ?nica diferencia real entre este m?vil y el mencionado Samsung Galaxy S II LTE es que el terminal para el mercado chino no dispone de conectividad y soporte LTE.

Russia successfully tests Bulava ballistic missile (AP)

MOSCOW ? Russia's navy on Friday successfully test-fired an advanced intercontinental ballistic missile, the weapon the government hopes will become a key part of the nation's nuclear arsenals, the Defense Ministry said.

The Bulava missile was launched from the Yuri Dolgoruky submarine underwater in the White Sea, and the missile's warheads reached the Kura testing range on the Pacific Kamchatka Peninsula, some 5,500 kilometers (3,500 miles) away, ministry spokesman Col. Igor Konashenkov said in televised remarks.

The test was Bulava's third successful launch in a row after a string of failures that raised questions about the future of Russia's most expensive post-Soviet military project.

The Bulava is a three-stage missile that can carry up to 10 individually targeted warheads at a range of 8,000 kilometers (5,000 miles). Russian officials have boasted of its ability to dodge any potential missile defenses.

Friday's test was the third launched from the Yuri Dolgoruky, a new Borei-class nuclear submarine specifically designed to carry 12 Bulava missiles. The submarine's construction started in 1996 and dragged on due to poor financing.

Several other Borei-class nuclear submarines are under construction, and Russia plans to complete a total of eight subs by 2015. They will gradually replace aging Soviet-built submarines.

Shots near US embassy in Sarajevo

A man opened fire with an automatic weapon outside the U.S. Embassy in Bosnia on Friday, and authorities said he was targeting the building in a terrorist attack.

Sarajevo Mayor Alija Behmen said the gunman "got off a tram with a Kalashnikov and started shooting at the American Embassy."

The man injured at least one police officer guarding the embassy before police surrounded him. After a 30-minute standoff, the sound of a single shot echoed and the shooter slumped to the ground.

Police arrested the wounded man and took him away in an ambulance as pedestrians watched from behind buildings and vehicles. Sarajevo police spokesman Irfan Nefic said the man was being treated at a hospital.

The U.S. Embassy said none of its employees was injured.

Witnesses told Bosnian television that the man urged pedestrians to move away, saying he was targeting only the embassy.

Bakir Izetbegovic, one of Bosnia's three presidents, issued a statement condemning "the terrorist attack on the embassy of the United States in Bosnia-Herzegovina."

"The United States is a proven friend of Bosnia-Herzegovina. Its government and its people supported us in the most difficult moments in our history and nobody has the right to jeopardize our relations," he said.

The gunman had a beard and was dressed in an outfit typical for followers of the conservative Wahabi branch of Islam.

Bosnian TV identified the shooter as Mevlid Jasarevic, from Novi Pazar, Serbia. It said he is a Wahabi follower, but did not cite its sources.

The Wahabis are an extremely conservative branch of Islam which is rooted in Saudi Arabia and linked to religious militants in parts of Afghanistan and Pakistan.

A Sarajevo city official, Muhamed Budimlic, told The Associated Press that a policeman guarding the embassy was injured.

Argentina's Kirchner kept "alive" year after death (Reuters)

BUENOS AIRES (Reuters) ? When Argentine President Cristina Fernandez recalled her late husband and predecessor on Sunday after winning re-election, thousands of supporters roared: "Nestor's not dead. He lives among the people!"

A year after Nestor Kirchner's death, supporters have kept the combative former president's memory alive by building a cult of personality around him.

Fernandez still wears black in mourning and she often tears up when she mentions him in public speeches. Kirchner's name has been bestowed upon airports, hospitals, a soccer tournament and even a dairy research center.

In the Patagonian town of Rio Gallegos, a three-story mausoleum -- which local media say outmatches the memorials of Winston Churchill or Gandhi -- was unveiled on Thursday to pay tribute to a leader who some say is becoming a legend.

"It wasn't the naming of the school or the airport but the people who made Nestor an icon for social justice ideals," said Juan Micieli, 26, an architect who celebrated Fernandez's win in the same main square where he had mourned Kirchner in 2010.

"Today you see Nestor's image more than Peron's at political marches, it's everywhere," said Micieli, referring to General Juan Domingo Peron, whose party still dominates Argentine politics nearly 40 years after his death.

Stencil designs depicting Kirchner have sprung up across the capital and he has been given a make-over as the "Nestornauta," a play on the cult comic book hero El Eternauta who travels eternally through time.

Young economists played on his initials, creating the "GraN MaKro" group to spread word of his economic model. La Campora, a youth movement founded by his son, has revived political activism that was dormant for many years.

Kirchner's image, locked in embrace with Fernandez, also featured heavily during her re-election campaign. Sympathy over her widowhood helped her win 54 percent of votes this weekend.

Kirchner was elected president as a virtual unknown in 2003 and the center-leftist became known for his irreverent style. Critics reviled his interventionist policies as well as his public tirades against some business leaders and journalists.

But when he died of a heart attack last year at age 60, many Argentines remembered him as the man who rebuilt Latin America's third-largest economy after a deep 2001-2002 crisis.

They also praised him for his efforts to bring military leaders to trial for human rights crimes committed during the country's 1976-1983 dictatorship.

"His memory deserved a work of art that is in keeping with his magnitude and his legacy," Anibal Billoni, a provincial lawmaker in Santa Cruz and old friend of Kirchner's, said in reference to the mausoleum while standing along "Nestor Kirchner" street in Rio Gallegos.

PERSONALITY CULT?

Marcos Novaro, director of the CIPOL center for political studies, says the government exploits Kirchner's image.

"There's a Peron cult. Is it the same when a street is named after Nestor Kirchner? I don't think so," Novaro said. "It's part of a party strategy to maintain unity."

Argentina is known for its cult of personality, most famously centered on Peron and his wife Evita.

Evita was such a powerful symbol that the military in the 1950s whisked her embalmed body to Italy, where she was buried secretly, only to return to Argentina two decades later.

When Peron died some years later, the government ordered the construction of a mausoleum to preserve both of their bodies as well as those of almost every leader going back to independence hero Jose de San Martin.

The plan never came through. And Peron's corpse has been disinterred and mutilated by thieves who sawed off his hands.

"When Peron died they wanted to build 'the altar of the nation' and Evita's body roamed for two decades, so in perspective, Kirchner's three-story mausoleum is quite modest," said Maria Victoria Murillo, a professor of political science at Columbia University.

Philippines: 16,000 People Flee As Troops Clash With Muslim Guerrillas

MANILA, Philippines ? More than 16,000 people have fled from four southern Philippine towns where government troops have been battling Muslim guerrillas and outlaws in clashes that are endangering already-shaky peace talks and a years-long truce.

Attempts by Philippine authorities to arrest several current and former commanders of the 11,000-strong Moro Islamic Liberation Front and allied gunmen accused of kidnappings for ransom and other crimes sparked separate deadly clashes last week in Zamboanga Sibugay province and on Basilan island.

The Moro group has been waging a bloody fight for self-rule in southern Mindanao region, homeland of minority Muslims in the predominantly Roman Catholic Philippines. A cease-fire has held since 2008.

President Benigno Aquino III said Monday his administration would continue talks with the insurgents but seek the arrest of criminals, including those from the rebel group.

The 120,000-strong military suffered one of its biggest losses in years in Basilan last week when troops tried to capture a fugitive rebel commander and other outlaws, igniting daylong fighting that killed 19 soldiers.

Fearing more clashes, nearly 6,000 villagers have fled from Al-Barka and outlying towns in Basilan, a predominantly Muslim province about 550 miles (880 kilometers) south of Manila, Office of Civil Defense Administrator Benito Ramos said.

In Zamboanga Sibugay, also in the south, about 10,800 villagers have fled to safety from three towns, including in coastal Payao, where air force OV-10 bomber planes, naval gunboats and about 700 army troops and police have been trying to flush out more than 120 former Muslim rebels and bandits encamped in a hilly forest, officials said.

Zamboanga Sibugay police chief Ruben Cariaga said military aircraft staged bombing runs for a second day Tuesday in Payao. Troops assaulted the bandits after OV-10 planes dropped bombs on their lair Monday but were met by heavy machine-gun fire that killed two soldiers, he said.

Cariaga said Tuesday that the gunmen, who include members of the Moro Islamic Liberation Front, had been surrounded.

The gunmen, accused of kidnappings for ransom, extortion and other crimes, may be holding at least one kidnap victim, officials said.

Moro Islamic Liberation Front spokesman Von Al Haq has urged the military to stop the Payao offensive, saying Muslim rebels from his group were among those surrounded by troops but the criminals being sought by authorities were not their members and not in the area under fire.

The Payao offensive has displaced many of his group's civilian followers and was endangering the cease-fire, Al Haq said. He expressed optimism the peace talks would survive the latest test.

"We've consistently said that the most civilized way to end the rebellion is through negotiations and not by the law of the gun," Al Haq told The Associated Press by telephone.

Japanese Ambassador Toshinao Urabe, whose country has been backing the peace talks for years, said he hoped the cease-fire would be respected and that both sides would continue efforts to foster peace talks.

"The recent firefights are a source of serious concern for me because it is jeopardizing the peace process," Urabe said.

S&P turns negative, Nasdaq down 1 percent (Reuters)

NEW YORK (Reuters) ? The S&P 500 and Nasdaq indexes turned negative on Wednesday, with the Nasdaq falling 1 percent as discouraging corporate results preceded a meeting of European leaders to tackle the region's debt crisis.

Stocks had opened higher on bullish comments from Boeing Co (BA.N), but shares lost their gains within the first 90 minutes. The Nasdaq was pressured by Amazon.com (AMZN.O), which late Tuesday issued a weak outlook.

The Dow Jones industrial average (.DJI) was up 16.24 points, or 0.14 percent, at 11,722.86. The Standard & Poor's 500 Index (.SPX) was down 5.02 points, or 0.41 percent, at 1,224.03. The Nasdaq Composite Index (.IXIC) was down 27.92 points, or 1.06 percent, at 2,610.50.

iPod fathers unveil their next project, the Nest Learning Thermostat (hands-on)

Over the summer, we got word that a couple of unnamed ex-Apple engineers were getting ready to unveil an unnamed product, under the guise of an unnamed startup. As it turns out, that startup was Nest Labs, and those Apple alums were none other than Tony Fadell, longtime SVP of Apple's iPod division, and lead engineer Matt Rogers. And yes, the product they had to share makes fine use of a click wheel.

But if you thought they'd be cooking up a next-gen music player, you'd be so wrong. Instead, the pair have been designing a thermostat, of all things, dubbed the Nest. In addition to being the most stylish model ever to grace a dining room wall, it also promises the kind of intelligence we've come to expect in other household appliances -- just not thermostats, per se. It'll go on sale next month for $249 in places like Best Buy, but we managed to snag an early sneak peek. Electric school bus will make field trips greener than ever before (Yahoo! News)

Gas-guzzling bus fleets may be a thing of the past

Electric vehicles are slowly beginning to populate the city streets and highways of the world in greater and greater numbers. Most are pint-sized people movers designed to get you to work and back without the hassle ? and environmental impact ? of stopping for a fill-up. The latest vehicle by bus maker Trans Tech is anything but tiny, but it's just as green as any zero-emission vehicle on the road.

It's called the eTrans, and its creators hope it will replace the gas-guzzling behemoths we normally see populating school parking lots. From the outside, you might not suspect that the eTrans is an all-electric vehicle, as it looks similar to most standard school buses we see today. But under its familiar hood lies a pair of 278-volt lithium ion batteries that can power its 120kW motor for up to 130 miles on a single charge.

The giant green machines are able to reach speeds of up to 60mph ? more than enough for most school bus routes ? and take 10 hours to recharge. The eTrans will be able to take advantage of off-peak electricity times as well, since the vast majority will be used during the day and recharged overnight. A pilot program for the new electric buses will begin in early 2012, with full-scale production expected to commence later that year.

Now that Disney, Gore Verbinski and Johnny Depp have ironed out most of the budget kinks surrounding their production of "The Lone Ranger," we can all rest easy that the masked man and his trusty sidekick Tonto are headed to the big screen soon.

When MTV News caught up with Verbinski at the Hollywood Awards Gala last night, where his quirky animated film "Rango" received the Hollywood Animation Award, we asked how he was feeling about the film and what his plans are for the adaptation.

"I feel great. We're not shooting a Western in the middle of winter; the whole thing is pushed into a more reasonable time of year, so now we have to go make the movie," Verbinski said, speaking to the film's new May 31, 2013, release date. "There's been a lot of talk. Hopefully in a year and a half we'll have something we can talk about."

Verbinski went on to say that he's been hard at work on the screenplay for two years and that the central character is not the Ranger.

"It's all built around Tonto," he said. "You've heard the Lone Ranger's story; you just haven't heard it from this guy. He was there."

Depp has already teased that their take on the beloved duo's western adventures will be "interesting," to say the least.

"I like the character. I think I have interesting plans for the character, and I think the film itself could be entertaining and very funny," he said. "But also I like the idea of having the opportunity to make fun of the idea of the Indian as a sidekick — which has always been [the case] throughout the history of Hollywood. The Native American has always been a second-class, third-class, fourth-class citizen, and I don't see Tonto that way at all. So it's an opportunity for me to salute Native Americans."

Aussie coast fears rogue shark may have killed 3 (AP)

CANBERRA, Australia ? The sudden death of an American diver in the jaws of a great white shark off Australia's southwest coast has raised the specter of a rogue man-eater preying on a renowned aquatic playground and killing three men in two months.

Scientists say three sharks more likely are responsible, and the three cases are sheerly unfortunate encounters with nature.

Australia's southwest corner has been better known for whale and dolphin-watching cruises, white sandy beaches, world-class surf breaks and the peppery shiraz of its Margaret River premium wineries than for fatal shark attacks.

"This is a unique set of circumstances, and I'm desperately ... praying this is not the beginning of a new trend ... and we're going to have these on a regular basis," Western Australia state Fisheries Minister Norman Moore said Sunday, referring to the three recent deadly attacks.

The latest was Saturday when American George Thomas Wainwright, 32, was attacked while diving solo off a boat near Rottnest Island, a few miles (kilometers) from the city of Perth in Western Australia state.

As a child, family members said Wainwright was always on the water pursuing his loves: boating, fishing and diving.

In Panama City, Florida, he was only 17 or 18 years old when he became among the youngest residents to get his captain's license, his younger sister Wanda Brannon, 30, told The Associated Press on Sunday. He later ran a charter boat business.

"His love and passion was being on the water," she said.

Wainwright, who went by the name Thomas, also helped with the oil spill cleanup and even appeared in a BP video, after an oil rig explosion in the Gulf of Mexico last year, she said.

He moved to Australia six months ago, taking a job as a project manager with a marine company. Brannon said her brother loved Australia's beautiful landscapes and relished his new adventures there. He had recently emailed family members about returning to Florida for a Christmas visit.

"He was just an amazing individual with a love and a passion for the outdoors and for his family," Brannon said through tears.

The Western Australia state government set tuna-baited hooks off the island Sunday, the first time authorities have used an emergency legal exemption from the state protection of great whites as an endangered species in the interests of protecting the public.

Western Australia Premier Colin Barnett also said his government would consider shark culls, responding to locals' complaints that shark numbers are increasing off bustling beaches in one of Australia's fastest growing population areas.

But Barry Bruce, a federal government marine biologist with extensive research experience in tracking the movements of tagged great whites via satellite and in examining their behavior, said it was unlikely that a single, lurking predator killed the three recent victims.

"What we've seen tragically is three cases of people by sheer bad luck being in the wrong place at the wrong time," he said.

"If you're in the path of a white shark that is in the process of hunting its natural prey, that's an exceptionally dangerous situation to find yourself in," he added.

He said the great white population was not growing but shifting around the world for reasons that scientists do not fully understand.

Great whites are known to follow whale migration up the west Australian coast through the current spring and return south late in the summer.

Bruce dismissed theories of a single man-eater as unfounded speculation.

"A more plausible explanation is that this is the time of year when sharks move along the coast, and there are undoubtedly multiple sharks out there following this exact pattern," Bruce said.

Barbara Weuringer, a University of Western Australia marine zoologist and shark researcher, agreed. She urged against a shark hunt, saying there was no way of telling which shark was the killer without killing it and opening its stomach.

"It sounds a little bit like taking revenge, and we're talking about an endangered species," Weuringer said.

But a southwest coast-based diving tourism operator called on the state government to kill sharks that pose a threat to humans.

"The nuisance sharks ? the problem sharks that move into an area and are aggressive ? should be dispatched to remove the risk of future attack," Rockingham Wild Encounters director Terry Howson told the AP.

Howson has been campaigning for government action on sharks since one of his tour guides, Elyse Frankcom, was injured in a shark attack last year.

"It's absolutely hurting the tourist trade," he said. "Australia is getting a name for itself as being full of dangerous animals."

Wainwright's two companions said the diver was already dead when his body surfaced beside their boat moments after a flurry of bubbles had erupted on the gray ocean surface.

The shark, a 10-foot (3-meter) great white, surfaced and even nudged the dive boat as Wainwright's friends hauled in his remains and powered for shore, officials said.

A great white of the same size is believed to have taken a 64-year-old Australian swimmer off Perth city's premier Cottesloe Beach on Oct. 10. The beach is 11 miles (18 kilometers) east of Rottnest Island.

The man's remains were not found, but his shredded swimming trunks suggested the size and type of shark that took him.

Both attacks followed the Sept. 4 death of a bodyboarder attacked by a shark described as 15 feet (4.5 meters) long at a beach south of Perth. Witnesses were unsure of the type of shark.

The continent averages little more than one fatal attack a year along an expansive 22,000-mile (35,000 kilometer) coast. But it is a primary home of the fearsome great whites, a large species in which some animals can grow to 20 feet (6 meters) in length.

The film classic "Jaws" famously used a mechanical shark for close-up action, but live shark footage was filmed in Australia. One is a scene in which Richard Dreyfuss is in an underwater shark cage, and live sharks doubled for the movie killer in long-range shots as well.

No deal yet on euro crisis as the danger grows (AP)

BRUSSELS ? European leaders yet again put off the tough decisions needed to save the continent from its debt crisis but promised Sunday that a comprehensive plan is still coming.

As they dawdled, the danger was rising in an already high-stakes game.

Leaders of the continent's richest countries had unusually stern words Sunday for Italian Prime Minister Silvio Berlusconi, because many fear his nation could be the next dragged into the debt crisis if it does not make major budget cuts quickly.

That would spell disaster: Europe has rescued three small nations ? Greece, Ireland and Portugal ? but cannot afford to rescue Italy, the eurozone's third largest economy. Analysts say EU leaders, known as the European Council when they meet in Brussels, have to act now to eliminate the possibility of Italy's financial collapse.

"Between now and Wednesday, some members of the European Council have to convince colleagues that their country implements commitments fully," EU President Herman Van Rompuy said after the day's meetings, clearly referring to Italy. On Wednesday, leaders will gather again ? to unveil their solution, they promise.

When asked later what would happen if countries failed to fall in line, he responded: "They will make commitments."

Whether that message was getting through, however, was unclear. "The Italian fundamentals are very solid," Berlusconi told reporters after the 12-hour meeting.

For weeks it's been clear what the 17 countries that use the euro must do: reduce Greece's debt burden so the country eventually can stand on its own, force banks to raise more money so they can ride out the financial storm that will entail, and show that their European bailout fund is big and nimble enough to prevent larger economies from getting dragged into the crisis.

On Saturday, officials said the leaders were nearing agreement on slashing Greece's debts and strengthening the continent's banks, many of which are awash in Greek bonds.

But Sunday, the only solid detail to emerge from three days of intense talks was that banks will have to raise their capital buffers much faster than they had planned ? by the end of 2012, instead of 2019.

A European official said Saturday the banks would be forced to raise just over euro100 billion ($140 billion) more for their rainy-day funds, but leaders have not given an official figure.

Instead, at a series of news conferences Sunday, all they could do was promise to deliver big at their next summit.

"There are still problems to solve, but we are moving forward on all subjects," French President Nicolas Sarkozy said as he left Sunday's meetings. "There is a still a lot of work to do ... but there are no more blockages."

Analysts who have seen this pattern for months couldn't help but be skeptical.

"By failing to agree on anything substantial today, EU leaders may have set themselves up for an even bigger fall," said Sony Kapoor, managing director of the Re-Define think tank. "They owe it to Europe to pull a rabbit out of the hat now, but this seems to be beyond them."

Part of the challenge is that European leaders are unable to decide on anything until everything is in place, since each piece of the puzzle affects the others. The value of Greece's bonds can't be slashed until banks are strengthened ? or at least have confidence they can get help from the rescue fund. But some countries are reluctant to strengthen the fund until they know there's a plan to bring Greek debt under control.

Banks ? which have already agreed to take losses on their Greek bonds of some 21 percent ? are already rumbling at suggestions that they might need to double or nearly triple that figure. But without reducing Greece's debt load, the whole plan does not work.

The eurozone also still needs to work out how to most effectively use Europe's bailout fund to make sure Italy and Spain don't see their borrowing costs spiral out of control, as happened with Greece, Portugal and Ireland.

Officials said leaders had reduced seven different proposals down to two options, which are not mutually exclusive. Both options would essentially use the European Financial Stability Facility to insure investors against a first round of losses on bonds from wobbly countries.

But before that can be done, those countries have to convince their partners in the eurozone that their weakness is only temporary and they can get back into shape soon.

German Chancellor Angela Merkel and France's Sarkozy came out with particularly strong words for Italy.

"We made it very clear that Italy is a big and important partner for the euro area and that everything needs to be done to live up to this responsibility," Merkel told reporters after the two met with Berlusconi.

"Trust does not just come from a firewall," she added. "Italy has great economic power but Italy also has a very high overall debt level. And that was to be taken down in the coming years in a credible way."

The stern tone reflected the seriousness of Europe's problems, which have roiled financial markets in recent months and been blamed for slowing economic growth across the globe.

Worst off, of course, is Greece, which is reeling from repeated rounds of budget cuts, job cuts and new taxes that have sparked near-daily strikes and even riots. The country is looking at a fourth year of recession and unemployment has hit a record of 16.5 percent.

"Greece has proven again and again that we are making the necessary decisions to make our economy sustainable," Greek Prime Minister George Papandreou told reporters Sunday. "But it's been proven now that the crisis is not a Greek crisis. The crisis is a European crisis, so now is the time that we as Europeans need to act."

To ease the pressure, banks will be asked to accept much bigger losses on Greek bonds.

Austria's chancellor said the cut in the value of Greek government bonds will likely be raised "in the direction of 40 to 50 percent."

"A cut in the debt is the right step," Werner Faymann told the Austrian newspaper Wiener Kurier.

Despite massive budget cuts and reforms, a new report says Greece's economic situation is still dire and it could take the country decades to emerge from the crisis.

The eurozone has accepted that it will have to provide Greece with tens of billions of euros in extra aid ? on top of euro110 billion ($152 billion) granted in May 2010. But to keep a lid on that amount, banks must go far beyond a preliminary deal reached in July, in which they promised take a cut of 21 percent of their Greek bondholdings.

The near-consensus among eurozone countries that Greece's debt will have to be slashed is one of the reasons banks across Europe ? not only in the 17-country eurozone ? will be forced to shore up their capital buffers in the coming months.

To that end, Sarkozy said the EU will require banks to raise their capital buffers to higher levels by 2012 rather than the 2019 laid out under the Basel III banking rules.

Analysis: Obama risks hurting 2012 push with economy warnings (Reuters)

WASHINGTON (Reuters) ? President Barack Obama's grim warnings about the state of the U.S. economy could backfire on him by undermining a key goal of his re-election campaign -- restoring the confidence of Americans.

In his drive to push a $447 billion jobs package through Congress to spur hiring, the president has spoken of an economic emergency that he wants Congress to fix by approving his ideas to create jobs.

But the more Americans worry about the economy, the less likely they are to spend, jeopardizing any upside from Obama's jobs program.

The president is also trying to move the dial of public opinion against Republicans by crisscrossing the country to push for a "fairer" American economy. He has voiced understanding for the Occupy Wall Street movement protesting policies during the recession that critics say helped banks but provided little relief for high unemployment and job insecurity.

By siding with public anger against big banks and pushing for higher taxes on millionaires, Obama may make Americans more unhappy about wide income inequality, which could hurt his re-election bid.

"Populism is predicated on people feeling that they are getting the short stick," said Jim Kessler, vice president for policy at Third Way, a nonpartisan think-tank in Washington.

"In tough economic times, optimists win presidential races and pessimists lose. It is very hard to be both a populist and have a sunny view of America's future," Kessler said.

U.S. consumer sentiment slumped in early October as worries about declining incomes drove consumer expectations down to the lowest level in more than 30 years.

Some past American presidents, like Republican Ronald Reagan and Democrat Franklin Roosevelt, managed to project beyond tough economic times and win re-election despite high U.S. unemployment. Obama must perform the same trick.

Reagan was re-elected in 1984 after the U.S. jobless rate improved from 9.5 percent to 7.2 percent. No president since then has won a second term with unemployment above 7.2 percent.

In confronting the economic Depression of the 1930s, Roosevelt "appealed to a broad cross-section of Americans by showing he was willing to try anything ... vigor and determination count for a lot," said Richard Porter, professor with the Harvard Kennedy School of Government.

Roosevelt also was able to capture the popular imagination with his mass employment plans.

"The picture that Roosevelt used was of putting millions of young men to work on the Civilian Conservation Corp where they were doing physical labor out of doors in nature, three of the totemic ideals of American life," Porter said. "In the age of electronics, what is it? We all power up our Ipods together?"

HONESTY BEST POLICY

The White House says Obama is simply being straight with the country about the risks ahead.

"You have to be honest with people that, obviously, the economy is growing at a very, very slow rate, we're not making a dent on jobs, and you have this Europe thing overhanging," a top White House official told reporters in a recent briefing.

The European Union is grappling with a crisis of debt among some of its members that is affecting world markets.

"The president (is) saying: 'Listen, there is a chance here it could get even worse than it is, and so therefore the urgent case for action is even more pronounced," the White House official said.

Part of Obama's challenge is to get voters to look past the economy's gloomy short-term outlook, the still-battered housing market and unemployment pinned above a lofty 9 percent, to a brighter future that appeals to natural U.S. optimism.

There is some polling evidence that Obama's message of the need for more fairness in the tax code is getting across.

A CBS poll published on October 3 found that 64 percent of Americans supported millionaires paying higher taxes to help lower the deficit.

Republicans are resisting tax increases, insisting that reducing the federal deficit through spending cuts will spur job growth.

"He seems to have solidified his Democratic base. That is very important and those numbers are not going down," said Karlyn Bowman, a senior fellow with the American Enterprise Institute in Washington.

"That is one of the reasons he might be using the populist rhetoric, but obviously he has to appeal to a broader swathe of the population than that."
